In the aftermath of the devastating terrorist attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 individuals, including a Nepali national, the Indian government has undertaken a series of significant measures to address the situation and prevent future incidents.

The Attack

On April 22, 2025, four militants opened fire on tourists in the Baisaran meadow near Pahalgam, resulting in 26 fatalities and 17 injuries. The victims were primarily Indian nationals, with one Nepali citizen among the deceased. The attack was claimed by a little-known group called Kashmir Resistance, which alleged that the victims were linked to Indian security agencies.

Government Response

Prime Minister Narendra Modi, upon returning from an official visit to Saudi Arabia, convened an emergency meeting of the Cabinet Committee on Security (CCS) to deliberate on the government's response to the attack. The CCS, comprising key ministers and security officials, condemned the attack and expressed condolences to the victims' families.

Key Decisions by the Cabinet Committee on Security

The CCS announced several decisive actions:

  • Suspension of the Indus Waters Treaty: India suspended the 1960 Indus Waters Treaty with Pakistan, a significant move reflecting the gravity of the situation.

  • Closure of the Attari-Wagah Border: The Integrated Check Post at Attari was closed with immediate effect, halting cross-border movement.

  • Expulsion of Pakistani Diplomats: India declared the Defence, Military, Naval, and Air Advisors in the Pakistani High Commission in New Delhi as persona non grata, giving them a week to leave the country

  • Visa Restrictions: Pakistani nationals were banned from traveling to India under the SAARC visa exemption program, and those already in India under this scheme were given 48 hours to depart.

  • Enhanced Security Measures: The CCS directed all security forces to maintain high vigilance, particularly in Jammu and Kashmir, to prevent further incidents.

Ongoing Investigation and Security Operations

Indian security forces have launched a large-scale manhunt to apprehend the perpetrators of the attack. Intelligence agencies are investigating the involvement of Pakistan-based militant groups, with initial suspicions pointing towards Lashkar-e-Taiba.

International Reactions

The attack has drawn widespread international condemnation. Leaders from the United States, United Kingdom, China, and other nations have expressed condolences and solidarity with India. The incident has also raised concerns about regional stability and the ongoing insurgency in Kashmir. 


The Pahalgam terror attack has not only caused immense grief but also highlighted the persistent challenges in ensuring security in the region.
